I don't find her ugly at all, but now that you mention the point about her being intentionally non sexualized, that's exactly the point of gothic lolita which she's based on, it's very fitting that she has no long legs and she's got bloomers all the way down. Gothic lolita is supposed to be as feminine and dark as possible while not being sexually appealing at all.
