Realistically I expect Solgaleo/Lunalaa to be the 21st movie and after that its open to anything depending on the direction SM takes.
If the series decides to do another Puni-chan/Meloetta route with a legendary travelling with the group Marshadow will likely be the Legend who goes with them considering how marketable it is. Then with the UB's I feel like we'll see some of them incorporated into the main anime if Lillies focus episode was anything to go by.
Necrozoma and the UB's are the only Pokemon who could have movies focused around them if any of the above is right.
Heck, Mew might have a role in M20 thinking about it.
