I'm playing the Looker sidequest right now and all I can really think is how much better Pokemon would be if each city had their own little self-contained stories like this you could do. Maybe even make up the main story out of stories like this and have a couple of them piece into something bigger, Dragon Quest style.
Sadly we'll probably never get anything like this again.
