I had a similar situation happen a few months ago in getting my D&D character drawn- my first attempt at a request was overly complicated, overly detailed, and nobody ever took it until someone finally said "hey faggot this ref is overcomplicated"
And then I dropped it to just the cloak, a sample half-dragon, and a loose description and within two days it was done.
If it's absolutely quintessential that it be drawn exactly like that, you may need to comission an artist, but if you'd be happy with whatever, drop some of the details.
