Jirachi is kind of just boring, it's a 600 fairy (that isn't actually fairy type) that spams serene grace iron head and acts as a plot device
I guess it could be used as a 'goal' for le ebul team to try and get a wish but if you're making an evil team to catch a legendary you might as well go big and get one of the far more fearsome 680s. Even from an in-universe standpoint the 'main' legendaries of each gen are far more attractive prospects. Compare "I can control land/sea/air/time/space/pseudohellslashdimensionalgapthing/truth/ideals/whateverkyuremdoes/death/life/balance/sun/moon/nintendo's financial department really needed to sell copies of sword/etc." to "I grant wishes sometimes"
