Populations and advantages constantly shifted in Ingress so I can't imagine they won't here. But even putting that aside you can't possibly expect today to be a valid indicator of how things will shake down once people are actually able to play the game. We haven't even had a fucking weekend yet, that's certainly going to change the balance of power.
If you really care that much, your best bet is to stay the fuck away from gyms until the server has been unfucked for at least a couple weeks.
