I can see the TC bit happening ASAP because it doesn't affect anyone outside of giving those with the deck an extra trade-locked pack.
But as far as the second Ranked bit concerned, they're not going to make it usable there anytime soon (unless they forgot to add it to the Theme deck pool when they added the product) since the product was only released last week.
And if they add the tin to the shop because they added the deck to the Theme deck pool and want to make it fair, expect it to also give you for trade-locked packs and cost about as much as the Prime Challenge box.
