I mean I know he probably is, but think about it. He shows no desire to get back home to his family who is a mess without him. And, as many have pointed out, almost everyone knows about the Poke-pelago. So how in the actual hell does Lusamine, Gladion, Lillie or anyone else at the Aether Foundation not know about this? Again either that's not our Mohn (insert plot twist here) or once Game Freak did not think things through.
