Remakes come along every time GameFreak launches a new gen on a new Nintendo console (that's the pattern and they never deviate from this don't @ me). They obviously just take the engine from the just-released new gen game and build the remake in it, meaning they don't even start thinking about what they're going to remake until the exact day that the new gen releases, not even a second before.
When Gen VI happened, the code had ME baked in, so they rolled with it and added ME to the remake (Don't point out how they made new ones or how megas were designed for the first four gens specifically they don't count).
SS launched wiht a fresh gimmick and no sign of the other ones in-code beyond the items because GF doesn't know how to remove things from the index and can only remove features, not build off of them.
When they started the DP remakes at precisely 12 AM JST November 15, 2019 they took this new engine, built for the first core game on the Switch (not LGPE it doesn't fit my narrative) and started to make it exactly like SWSH because remakes never remove features from the base games (No, contests, secret bases, and character customization doesn't count)
As ME doesn't exist as a function in this one (remember, they already removed megas when they made SWSH and they don't have access to the LGPE source anymore) and the games are prennially aimed at children (which really means me except i'm going to use this argument if you criticize me) like SS did before them, the DP remakes are going to use Dynamax because my favorite youtubers said so.
