The Volcano top yeah. It's more like the rocky back route to the right and above from Flannery's Gym. There's a patch of grass in you can zoom between and grind in. It's probably only 15 steps from the Pokémon Center next to her gym. In my experience, it's usually bugged and you only get Soot the first time you walk in there but the Pokémon encounter rate is normal.
