>>48580031I think under the older ways before PSA got completely bought out they had like "partners" or authorised traders in countries outside of America. Because these firms were sending massive amounts of cards in bulk etc. they were able to send these cards to psa to be graded at reduced rates, so they would charge normal rates and get a little on the side.
I think PSA are just looking to halt foreign cards for grading at the moment because of the colossal amount of cards that were coming in before psa closed shop in april. That or they want people to send stuff in directly to them so PSA gets more profit. There are things that can be drawn from what genuine people have said, but part of it is also speculation.
