Nekoweb.org but have yet to use it myself. The good thing about static web hosts is that if you don't like your host, you can just download your entire site and upload it elsewhere.
For getting visitors, both of the hosts I recommended have light social media features including a "recently updated" section of the site. This allows users to browse site updates globally and visit what interests them. Other than that, you can also join web rings, post your site to relevant forums, and include an 88x31 "button" that people can use to link to you. It is also common to have outgoing links to other people's websites. (I know that once other people start making their sites I will be linking a bunch of them in mine.)
