To calculate how many points your pokemon can have in a certain stat you just have to go to serebii, check the Neutral nature at lvl 100 and pick the lowest number (no IV's) for example:
Bulbasaurs attack at neutral nature lvl 100 is : 103 - 197
So Bulbasaur can have up to 4 points in attack

Now, those points are not what the pokemon has by default, they are what it Can have after being trained, in the wild most pokemon won't have more than half the points filled, but everyone will have at least 1 point, it depends on the master and the nature of the pokemon (a wild lax infernape will have less points in attack than an adamant one simply because its too lazy to be training)
By default Pokemon won't be able to spend willpower it is something that their trainers have to teach them.
The courage, self-control and conscience are up to the master to decide, based mostly on the nature of a pokemon.
Natures will not impact the attributes (stats) of a pokemon, they will be mostly for role playing and to give a unique personality to the pokemon, same with non-combat related abilities.
