This guy's battle theme really fucking sucks, especially when compared to the rest of the BW ost. Masters Ex did fix it up a lot, though.

If it's a rule/law why don't the evil teams break it?

Or is this one of those gameplay/story dissonance things and there isn't a limit it just so happens that no-one you meet uses more than 6 in battle and your character chooses not to either
