Emerald, Platinum, HGSS and BW2 are all equal to USUM (maybe even slightly superior in terms of content, depending on personal taste), but what makes USUM stand above them is that USUM has Mega Evolutions, Z Moves, infinite TMs, no HMs, and the largest amount of Pokemon to choose from.
USUM is not perfect either (no Pokemon game is perfect), but the somewhat annoying amount of cutscenes and interruptions are nothing in comparison to all the positives that the game offers. So, I think the correct order of the best Pokemon games is:
1. USUM
2. Platinum
3. BW2
4. Emerald
5. HGSS'
I will say tho, that IF Platinum had Mega Evolutions like USUM it would probably have been my number 1, with USUM taking the second spot.
