With just one flip, you go from 50% heads to 75% and have zero chance of getting a result that is worse than the first
(unless you are really dumb, that is).
With 5 coins, the chances of getting all heads are 3.125%, normally.
With a Victini, you can get these same chances over the other 96.875%, which increases it to about 6.15%.
Almost the double, but that is assuming you will always take the risk (even when you get 4 heads).
In reality, you will probably use Victini whenever you get tails more than 2 times. In that case, Victini increases the odds of getting 5 to about 4.2% only. But, during this second try, you also have 18.75% chances of getting less heads than before.
The safest play would be to use it only when you get 5 tails, but that also happens only 3.125% of the time.
TL;DR: It's not as good as it seems.
