The original idea of Individual Values was to make each individual pokemon a little bit more unique. Your Charizard isn't the same as your friend's Charizard. His is faster but yours is stronger, etc.
Once we learned how to systematically manipulate IVs, that concept was thrown out the window. Every pokemon is now the same because everyone maxes IVs, or strive to, and now your Charizard has the same stats as your friend's Charizard.
Why not just remove IVs altogether?
Casual players don't care about IVs. Competitive players max out their IVs.
Remove IVs and the only person affected is that weird autistic kid who actually likes breeding egg after egg.
Right now, IVs ruin that whole "woah I found this rare pokemon in the wild, I befriended him and fought all my friends and won" thing. Right now it's "woah I found this pokemon in the wild. Need to spend hours inbreeding him so he's on equal footing with every other Garchomp out there."
