It is NOT possible to have forms with different TM/Tutor moves, so differences will only be sprites and level-up moves. In terms of the move relearner, traditionally they have ONLY taught the level up moves of the particular Pokemon, not the prevos. Thus Fumighast will not have access to the Noxial level-up moves.
Well, that is if we don't modify Fumighast's moveset. We can totally modify it to use moves from Noxial but that's up to the moveset folks. I ain't touching it.
