I assume you already have been using the Blissey grinding island? It took everything I had to beat the Champion and even then I only did it by the skin of my teeth thanks to Shell Smash. If you haven't yet, go to the top of the map and do the forsaken quests for some powerful hold items.
See if you can get another evolution stone to evolve that Blastoise into D-Blastoise. I assume that would be better.
