I'm simply saying that there exists jobs and things in the Pokemon world where a Pokemon would greatly benefit from having the ability to talk, yes the bond between a pokemon and their trainer has the ability to help learn what a pokemon is saying (usually via mimicry and body language), but not everyone shares that bond.
Simply put I'm pushing the idea that Meowth (and team rocket by proxy) could have a ton of money if Meowth simply started up a speech course for Pokemon or even went to a researcher and aided in some of their studies. Capitalize on its skills! Jessie, James, and Meowth are constantly shown poor and hungry when they have a Pokemon that learned how to talk and is not exploiting that skill.
