It really would end up in RU, maybe UU. A 160 base attack stat puts it at 460 attack (252+). Guts Conkeldurr hits a whopping 624 attack, far dwarfing what Slaking gets, while also being immune to status. Conk is RU.
Kartana hits 507 attack when fully invested, and that's without counting an item. Banded Kartana is reaching 760.5, 40% higher than Slaking. And Kartana doesn't even need to run band to be far more threatening than Slaking. Kartana has a 90 power Leaf Blade, which is better than Slaking's 85 power body slam. Kartana can hold a variety of items, while Klutz Slaking can't. Kartana also gets Swords Dance over Bulk Up. Slaking has better overall bulk, but Kartana is physically tankier, has a way better defensive typing, and is faster.
So no, Slaking wouldn't be OU. UU at best, likely RU, possibly NU because RU is riddled with strong Steel, Fighting, and Ghost types, and has a load of strong special attackers (Xurkitree, Thundurus, Raikou, Chandelure)
