The UK has bigger ties to India than Africa, there's even a curry mini game AND Copperajah, an Indian Elephant Pokemon. If Gamefreak is going to make a black character you will certainly know they are black, as they will be have some stereotypical features like super dark skin and Afro hairstyles (See Shorts kid from masters, Lenora, Marshall, Basketaball NPC) . Nessa is not black.
Blacks want to pretend they look attractive that’s why they hate that some people see Nessa as Indian. I know they want characters to "relate" to for whatever reason but more often than not dark skinned characters in Japanese media are either actually Indian or simply dark skinned Japanese from the countryside or islands.
