Same applies for Xerneas, Darkrai, Blaziken, and so-on and so forth in Ubers. And those are just off the top of my head.

They can run and hide easily if they have to. M-Lucario doesn't have that pleasure. That's why nearly all of his sets are based around his sweeping capabilities, and not being ultra-maneuverable. Basically, they don't have completely similar roles.
