Got the idea for the steel typing from Pokedex entries for Herdier stating how tough their hairs are and how attacks can just "bounce" off of it as a result. Also gave it moves such as Taunt and Torment due to most entries across all members of the evolutionary line stating how intellegent they are. So kind of figured, "hey this fucker is probably a rather effective troll if it wants to be".
The +30 increase to speed is the result of a general speed increase or the Lillipup line so they can better serve as roles such as stallbreaker or revenge killers.
Admittedly, I'm debating whether or not Stoutland should even have a steel typing due to its 3 rather serious weaknesses even though it resists most things still + it's a unique typing that makes sense for the Pokemon.
