I built a fair bit of politicking around how receptive regions are to pokephilia and used the general tones of the region to generate the attitudes and laws. From there everything else kind of grew and thats how I got a Kanto that has banned Sinnohan tourists and immigrants and a Johto that is increasingly tired of Kanto leaning on it about everything. It's pretty wild to look back on what I have down and think that it all came from a single book you can read in Sinnoh in the Japanese version of the game.
