For what fucking purpose? I would've accepted having an ice boulder where you can catch Sandshrew and Ninetails at the very foot of the mountain, even if that is a bit late compared to the others, or a retcon Eevee to evolving with an Ice Stone. But no.
You don't even get an Eevium Z until postgame so it isn't like you can at least have a slightly upgraded Eevee to tide you over until then.
