That, and no other Water-type ever needs to pull noble gases out of nowhere when using Bubble or Bubblebeam, which predate Primarina and Co. by generations. (In fact, if I remember right, they're Gen 1 moves.)
Not to mention the fact that they'd probably have nowhere to GET the helium half the time without smashing atoms together, because water does *not* contain helium and surprisingly, you don't need it to survive.
