B2W2 is an expansion of BW, which are ultimately an entire generation of new content that drastically changed the franchise from it's former incarnation.
SS is an expansion of XY which drastically changed the franchise, but then stagnated for years and ultimately started to recycle content and add less, ultimately climaxing in the removal of content and additional DLC to peacemeal purchase what was previously given for free.
