Foxes are depicted to be magical and cunning in a lot of different cultures, and as I've said previously before, they are always associated with the mind, which is referenced as the psychic type in pokemon (ex: abra line, another fox pokemon applied with a magician theme).
It also has traits based on the kitsune-mochi, which are witches in Japanese folklore who inherit their magical powers from foxes, which could even explain the bipedalism in the fennekin line.
