Thing is, Vulpix and Ninetales seem far more likely to want to avoid Pokemon they aren't familiar with, hence hiding away in the mountains.
Growlithe and Arcanine have been bred to be used to being around humans, so I can't see them wanting to escape away and hide like the previous two. There would be no need for fire types to adapt to a Hawaii-like region otherwise.
