Staraptor oppresses both of them, and with Intimidate, they cannot threaten Garchomp. A quick Calc shows that Staraptor, no matter what set, lands a OHKO on Heracross. It could run the least investment possible and still deal 159.4% - 188.7% to Heracross. So you'd ideally run just enough speed to outspeed Heracross and dump the rest into HP and Defense to survive Scizor's Bullet Punch or Knock Off. Turn 2 Scizor gets fried. Fun fact: Staraptor gets Heat Wave.
