For the love of god give it levitate. Surge surfer is so situational you need an electric terrain setter in order to get the speed boost, and at that point why would you even need Alolan raichu? Levitate would at least rid it of one of its most prominent weaknesses (especially since it gains more weakness from the psychic type than it had from the electric type.) Besides, it's literally floating on its tail.
