Yeah metal conducts cold (meaning cold easily permeates through it, so they'd be vulnerable to it) but Ice Type attacks are mostly about literal ice, not cold itself. Like, would you really expect Icicle Crash to be able to damage solid steel? Nah.
I don't support Steel being weak to Ice but I wouldn't cry foul if it also didn't resist it. There could be an Ice move that's like the opposite of Scald though, that fuck's up Steel Types.
Electric is similar, metal conducts electricity so you'd think they'd be vulnerable to it. Steel Types are kinda like living lightning rods. But the thing is, it's not unlikely that Steel Types use their metal to conduct metal OUT of their bodies and into the ground harmlessly, like a Faraday cage. It should be neutral.
