Unless I'm missing something it looks like the Legendary and region themes of DPPt were at some point of development something completely different and if Galactic is gonna be redesigned to give them a more suitable theme.
But what? The theme of those Pokemon is Shinto religion, the sea and land which is already used by Magma and Aqua, and precious jewels.
