This is a world where everyone has pokemon as their closest companions for most of their life from age 10 up, sometimes younger if prescoolers are to be taken into consideration. This is a world where pokemon companions are almost as smart, if not as smart as a human being. This is a world where we send young children on the cusp of puberty out into the wild with these creatures on their own.
It's safe to assume that they would have a completely different moral value code than what WE would consider to be moral.
Technically pokemon would pass the the harkness test so long as it's accepted that they can communicate in a fashion other than non-verbally.
Also you are making the assumption that the only reason there would be a relationship is if it was forced upon gardevoir and that the only time such a relationship would happen would be initiated by a desperate human, when both assertions are incorrect ones.
