Duck Hunt can because at the end of the day he is a cartoony dog and has the expressions and movements of a silly cartoon dog, Lycanroc doing these things wouldn't be in the spirit of the kind of Pokemon it is. It's probably why we get so few quadrupeds in smash in the first place.
