Elite 4 only ever appears inside the League and no where else (with few exceptions), and they also are only to ever have like 4 lines of dialogue. Yet they needed to be distinguished enough to look the part of a unique monotype trainer.
By the 3rd Gen Hawaiian thematic was not used and they just went with it. Elite 4 in Hoenn is very disociated with the type. Drake is a sailor and yet he's a dragon trainer and Glacia, I have no idea what the fuck is a slav ice trainer doing in the tropical Hoenn but yet there they are.
Most likely all the Elite 4 were probably original drafts for some of the gym leaders that they decided to repurpose so as to not waste assets.
