The tracking thing sounds pretty fun, too, though. I'd dig that. I'd think it'd be good to reserve for rare Pokemon, though; that might explain why they don't come out normally.
[i'm also kinda reminded of what i saw of a viva pinata game earlier; you would travel to either a desert or tundra area where there were a lot of exotic species, then bring a trap [bigger/better/more expensive traps for bigger/better/more expensive species] and try to grab it and bring it back to home base]
