Outspeeds nearly any other pokemon, STAB with electric moves which is incredibly useful, and can just kerplode and KO the enemy when things go sour or you get stuck
I'd say he's featured a whole lot as the "fake item" pokemon (I'm including Voltorb) and has been as much for the first several generations. Also used to power generators, traps and stuff in Gen II and beyond. Pretty active in the anime too, whenever he appears you know exactly what's gonna happen, kaboom. And that's a good recurring element.
