You could just say it's some "mysterious effect" within the new region of ________. Like, "Oh trainer, it's the strangest thing! There aren't any Weedle or Kakuna anywhere, but there's tons of Beedril! Even when they breed, it just makes another Beedril!"
Would there be any big problems with this?
