Gyarados is pretty clearly based off of the Carp myth. It's fucking obvious, why else would it evolve from fucking Magikarp? I hate GF (and TPC) a lot for their recent decisions but most of the older pokemon had a lot of thought put into them and Gyarados was one of them. I'm sorry that you can't grasp that there's an actual justification for his typing to be the way it is, but no amount of your autistic projecting is going to make Gyarados a dragon, no matter how hard you seethe trying to make sense of it.
Gyarados is not a Dragon, not will it ever be one. It is a Fish with some similarities to a Dragon. If it was ever meant to be a Dragon, surely it's mega would've made it Dragon-type, like how Charizard's did. But it didn't, because that's not what he is.
