>Encore>Minimize>Baton Pass>whatever you want hereThe point of this would be to start off with Smeargle, and use encore if you know the enemy is going to set-up/buff. This way you can get 2 minimizes in (raises evasiveness up 4 stages) before baton passing. If not, then use a minimize and baton pass.
Once shuckle is out, use his high HP and defenses to hold out while the opponent has a shitty time trying to hit you. Use substitute to avoid damage, and swagger/toxic to whittle down their hp. Depending on what you want, you can use rest or leftovers to get your health back, stealth rock for entry hazard, or trick room for move priority. The point would be to make you as hard to kill as possible while whittling their health down little by little over time, making the battle extremely tedious and long.
