Game Freak did the same thing during the HG/SS remakes to make each admin look more like a character, they did the same thing here to a basically non character to make him more of a contrast, and people suddenly latched on "Why didn't they make him a generic looking big guy like he was in the old game?".
They're trying to make all of the designs and personalities a bit more stand out. Just look at Courtney being all kinds of out there. His design is a lot more memorable now, not to mention all the team members are more memorable now.
