The survey in august allows for changes for consistency and error fixing. It's already been said that the route 13 edit depends on plot and route map stuff.
As it happens, most of the old map surveys back from early winter/spring of 2013 were found less then an hour ago. Some of the info and such regarding how/if changes were allowed to be made contradicts what people said when map changes were starting to be suggested in fall of that year, but since the survey in the spring didn't explicitly outline how or when changes would be made, or when changes would be locked, and since the survey in august did explicitly say that all changes but error fixes and consistency issues would be locked,
TL;DR: region map is locked in accordance with t the august survey: exceptions exist to fix errors and consistency issues. In regards to the trains, that's less clear, and I'm not comfortable saying what's going on with them simply because at this point I honestly do not know.
Once submissions end for the plot survey and the surveyors know what each outline has, I agree it'd be wise if it could be noted on the plot survey that any additional/changes features present in any plots are permissible, since logically any plot which had invalid changes wouldn't be on the survey to begin with.
Once again, that is assuming it is deterimined that train routes can be added. There's a few other things that are up in the air right now but at this time this is all I feel comfortable saying because a lot was turned on it's head today, and I''m not a surveyor anymore, nor am I in any of the chats for the project at this time, so what I say in this post isn't in stone. The only reason I am even posting this is because like it or not, I am the person most familiar with all of this map survey logistical stuff: I was approached and ask by other people what happened with a lot of this stuff, and that is why I know what's going on.
I'm still on break, but I felt this all needed to be said.
