Every time you start with a tech in a matchup where it doesn't matter, it is suboptimal to have had that card in play. In a vacuum, or with a deck with a setup/attacker that has no inherent flaw, you wouldn't play suboptimal tech cards to make a deck work. You only include them to patch up a vulnerability that your deck faces from a deck in the current meta/card pool.
Metagames do tend to settle, but my point is that resistance is infinitely worse in design than weakness. If resistance becomes too strong or prevalent, there's so little that you can do about it compared to a good card being printed with a poor weakness. Again, weakness doesn't decide a game before it starts because you can usually play a prize race, but playing a deck that wins by dealing damage in a matchup where it can't deal damage does decide a game before it starts.
