Though to answer your question on a larger scale, I guess we just need to find more people interested in learning to hack and interesting in keeping at it. If people enter the scene with enough interest to finish things to the end I think things can pick up again, even if it's only a handful to breathe new life into things. I know that's how the DOOM community is still alive and you still see new mods being made today.
