If a weller-managed life would give you a leg-up in competition, then that would mean that it is good, competitively, of you to manage your life and get it in a position where you are allowed to better prepare for the competition. And this means that being able to get yourself INTO that position where you can best practice and compete and aim to win is also a skill that applies within the competition.
This CANNOT be true, you see. For these people play competitive pokemon to ESCAPE how horrible they lead their lives. If it WAS true, that would mean the determining purpose of the playing competitive would actually become their biggest detriment to success.
So the game HAS to be fair at all stages. Every and any one who plays the game no matter their circumstances HAS to be equal; regardless of the stupidity of the idea. So that's why they desperately keep making up these hasty excuses.
