Now everything I just said is good for a game that is NOT a difficulty hack
For a difficult Pokemon game, it is hard to find a use for Delcatty. She can't hit hard, can't take a hit, and her utility leaves a lot to be desired.
Best moveset I could recommend would be something involving Fake Out and a Status move like Thunder Wave/Toxic. Opponents usually switch out if affected by Infatuation in difficulty hacks, so Attract isn't super useful. It is difficult to take down a foe using Delcatty in a difficulty hack, so you could at least try to weaken them with a status. I would take Jolly over Adamant in this instance since Delcatty won't be doing too much damage anyway and more enemies can outspeed her in harder games.
If you are playing a doubles match, Protect can be used to bait your opponent, since Pokemon AI tend to rush down weak Pokemon like Delcatty. I would just use Return in this build since her offense can't compare with her competition, there is little use in having damaging moves of other types. Since most attacks with kill Delcatty is one hit, use a Focus Sash. Double Team can also be used to cheese your opponents since Delcatty can't win fights without fighting dirty.
So yeah those are some suggestions for using Delcatty in a difficulty hack, but you would be much better just not using her in a game like that. Every other party member you have will feel more useful in a game like that.
But she feels fine to use in a campaign with less intense difficulty.
