as a pixel artist myself id say you should do a list of things upon designing a delta
1: identify key traits of pokemon. most pokemon have 3 key traits
2: identify the theme of the pokemon,this is the thing your changing
3: find out how this changes the key traits and in what ways
4: leave 1-2 traits as is so that theyre still identifiable
also, less is more in alot of cases. dont overdo details. the more details you have the more cluttered the design becomes. see the third eye on venusaur as mentioned in the thread. it just complicates an already messy design.
