If GF have many new Pokemon they won't show all of its evolution line, they will keep the evolution or pre evolution as a secret to surprise a player. But since it lack of new Pokemon, GF have to show all of its evolution line and keep other Pokemon as a secret. This happen in XY when they show lot of whole Pokemon evolution line before the game release.
